In particular scaling up of the shallow well technology has been limited by the following barriers. 1) Lack of understanding on technical options. 2) Many professionals have no faith in community capacity or indigenous knowledge. 3) lack of sharing among development partners. 4) Lack of forum for inter- institutional coordination 5) Demoralization of government staff among other factors.
