Agenda for change : a district level roadmap for universal access to sustainable WASH services

This document describes how the principles and practice of the global movement, Agenda for Change (A4C), can be applied at district level, following a generic roadmap. It elaborates on the principles of A4C, at different institutional levels: global, national and district; provides an overview of the main steps of the roadmap at district level and its linkages with wider sector strengthening activities; and provides links to associated tools and resources for each step.
